WINTER MAINTENANCE

Salt prices have skyrocketed 18% over last year's price.  Nearly 10% of our budget is designated for salt.  How does that affect you?  The GTCRC has typically used a sand-salt mix for snow and ice control, but this year motorists will see more sand.  Salt has melting qualities within a certain temperature range, but sand will provide traction. 

Motorists may see roads cleared, but not necessarily down to pavement.  This will require old-fashioned good driving skills and proper vehicle maintenance, such as driving for conditions (lower speeds) and good tires (with tread and proper inflation).

GTCRC ordered winter salt early and will have a typical year's supply.  But if winter features more snow and ice than normal, more days with early morning black-ice conditions or late day/week-end blasts, service levels will need to be adjusted to make it through the season.

Some long-term employees joined the rank of retirement over the last 18 months. These capable and knowledgeable employees have not been replaced due to declining funding sources.  Our primary funding source has not changed since the mid-90's, provides no inflationery adjustment and is not tied to the fuel costs.  How does this affect you?  The number of miles to be plowed virtually remains the same as development growth has wained.  However, the miles per plow route have increased meaning it will take longer for your road to get plowed.

Snow Removal Action Plan

 Priority for winter maintenance operations shall be in the following order:

1. State Trunkline Roads (roads named with either M or U.S.)

2. County Primary Roads (roads with high traffic volumes)

3. County Local Roads (roads with lower traffic volumes or density)

Priorities within each system shall depend on traffic and conditions.

1. State Trunkline Roads

Winter maintenance shall be performed in accordance with the policies and instructions of the Michigan Department of Transportation.

The order of priority for State Trunkline in Grand Traverse County is as follows:

A. U.S.-31 - Its entire length, M-37 from the South County Line to U.S.-31, and M-72 from Acme to the East County Line and from M-22 to Gray Road. Provide maintenance services continuously until the pavement is generally bare of snow and ice.

B. All other state trunkline roads, which include M-37 from Peninsula Drive to the North end, M-113 from M-37 to U.S.-131, M-186 from M-113 to U.S.-131, and M-137 its entire length, shall have maintenance service provided continuously until the center portion is generally bare of ice and snow, clearing to bare pavement for the entire width will be completed during normal working hours.

2. County Primary Roads

A. The following County roads will receive first priority, along with the State System:

South Airport Road - from Silver Lake Road to Three Mile Road

Silver Lake Road - from U.S.-31 to Secor Road, including the East Silver Lake Road and Zimmerman Road approaches at the traffic signal

Barnes Road - from Silver Lake Road to North Long Lake Road

North Long Lake Road - from Church Road to Traverse City limits, including the hill on Zimmerman Raod

Cedar Run Road - from North Long Lake to Church Road, including the hill on Barney Road

Gray Road - from Cedar Run Road to M-72

Barlow Street, including Premier Street, Park Drive and LaFranier Road

Beitner Road - from U.S.-31 to River Road

Keystone Road - from River Road to Birmley Road

Birmley Road - from Keystone Road to Garfield Road

Garfield Road - from city limits to the Village of Kingsley

Cass Road - from city limits to Keystone Road

Hammond Road - from LaFranier Road to Five Mile Road

High Lake Road - Hammond Road to Supply Road

Supply Road - High Lake Road to East County Line Road

Three Mile Road - from Hammond Road to U.S.-31

Veterans Drive - from Traverse City limits to South Airport Road

Voice Road - Garfield Road to Clark Road and then Clark Road to M-113

Williamsburg Road - M-72 to Supply Road

B. The following county roads will be given second priority and kept passable as much of the time as possible:

Keystone Road - from Birmley Road to South Airport Road

West Silver Lake Road - from Secor Road to U.S.-31

Secor Road/South Long Lake Roads - from West Silver Lake Road to U.S.-31

County Road 633 - from U.S.-31 to South County Line Road

Miller Road - from M-37 to County Road 633

Harrand Road - from County Road 633 to Wilson Road

Wilson Road - from Harrand Road to Davis Road

Davis Road - from Wilson Road to County Road 137

Youker Road - from County Road 633 to County Road 137

County Road 137 - from M-137 to South County Line Road

Five Mile Road - from Hammond Road to U.S.-31, including the hill on Holiday Road

Fife Lake Road - from Supply Road to the Village of Fife Lake

Elk Lake Road - from M-72 to the Antrim County line

Peninsula Drive - from M-37 to Bowers Harbor Road

Bowers Harbor Road - from Peninsula Drive to M-37

Island View Road- from M-37 to Peninsula Drive

North Long Lake Road - from Church Road to the Benzie County Line

C. The remaining county primary roads shall be kept passable as much of the time as possible during normal working hours and when storm conditions develop on holidays and weekends. Clearing pavement will be completed during normal working hours.

With the installation of sanders on all of our winter trucks, slippery conditions will be treated along with blading operations. Glazed snow pack, freezing rain, and icy conditions will follow the same priority as A. and B. above. Ice control for spotty conditions shall proceed first at hazardous locations, such as traffic signals, hills, curves, other major intersections and railroad crossings. We will also respond to emergencies requested by County Central Dispatch to make an accident scene safe as soon as possible after receiving the call.

3. County Local Roads

A. Collector roads shall receive first priority on the Local Road system and shall be kept passable to the extent possible during normal working hours.

B. Subdivision and other Local Roads shall be kept passable to the extent possible during normal working hours.

Ice control on Local Collector Roads will be performed after, or in conjunction with, second priority roads in 2 - B. above.

Ice control on remaining Local Roads shall be performed on hazardous locations hills, curves, intersections and railroad crossing. Straight and level sections of local roads will not be sanded unless extremely slippery conditions develop.

Ice control in subdivisions will be performed to keep hills and intersections safe.

School bus routes and roads to all rural schools will also be considered in all snow and ice control operations.

Dead End Roads

The Road Commission policy does not provide winter maintenance on dead end roads without turnarounds as outlined in our subdivision standards.
